Job Title:  Dock Operator Supervisor

Business Unit:  SGS Petroleum Service Corporation

Department:  Operations

Type of Position:  Exempt

Primary Responsibilities:  This position is responsible for overseeing the dock operations in the Houston area with a goal of minimizing dependence on licensed tankermen to staff these operations while ensuring that all of PSC’s dock operators are fully trained and qualified.

Reporting to:  Manager of Dock Operations

Specific Responsibilities:

  • Ensure that a process for expediting timekeeping at each site is in place and is consistent with the payroll department’s requirements.
  • Inspect docks for which responsible on a monthly basis. Deficiencies, together with follow-up should be noted.
  • Communicate recommendations for dock improvements to mitigate risks to customer representatives.
  • Perform job quality assessments on dock employees.  Establish goals for frequency of assessments.
  • Respond, investigate and report on all safety/environmental incidents and aid in the development of corrective actions designed to prevent recurrence.
  • Ensure that preventative actions identified as part of incident investigations are completed in a timely manner.
  • Assist Human Resources in the selection and hiring process for dock operators.
  • Develop and execute a lesson training plan for each dock.
  • Ensure that company dock operator training is completed and documented as required by SGS PSC, the customer, and USCG regulations.
  • Update Person In Charge (PIC) list for each dock as required.
  • Provide operating instructions and coaching to dock operators.
  • Coordinate and maintain sufficient manpower to accommodate demand.
  • Identify and submit suggested revisions to dock operating procedures.
  • Ensure that all SGS PSC dock operators abide by all applicable safety rules and practices as established by SGS PSC, the customer, and regulations.
  • Identify opportunities for improvements in areas of safety, environmental, cost, productivity, and product quality.
  • Keep management informed on the status of all activities including staffing, hours worked, incomplete action items, etc.
  • Act as the initial responder to all incidents involving group employees.
  • Ensure that each employee has the knowledge, training, tool, and equipment to perform their job safely.
  • Recognize, promptly report, and correct unsafe acts, conditions, and procedures and motivate employees to do the same.
  • Promptly report and investigate all incidents, involving SGS PSC employees, within the framework of the company’s quality reporting program and in the development of meaningful corrective actions to prevent recurrence of the incident.
  • Require employees to report for medical treatment when injured to ensure that drug and alcohol or other testing is performed in an appropriate and timely manner.
  • Facilitate effective two way communication between management and employees on all matters related to safety including the company’s safety mission and objectives and communicating to management employees’ safety questions and concerns.
  • Instill in each employee a safety attitude such that the employee will keep safety uppermost in his mind and will respond to unexpected emergency situations in a safe and prudent manner.
  • Effectively counsel employees, both formally and informally, and maintain adequate records on all formal counseling sessions.
  • Perform annual evaluations on all employees in a fair and impartial manner.
  • Be alert and report possible new opportunities for SGS PSC as well as seek to expand in existing established areas.
  • Maintain a working knowledge of each person in the group’s qualifications regarding dock operating skills.
  • Schedule and conduct monthly safety meetings.
  • Schedule and conduct required regulatory refresher training for workgroup.
  • Frequently assess and direct cross-training to ensure efficient utilization of manpower.
  • Teach classroom training for DOTS.
  • Suggest revisions to DOTS as applicable.
  • Assist customers with routine inquiries to assure accurate and prompt results.
